GRAPEVINE, Texas. – Two Texas parents are out on bond after being arrested for giving marijuana to their one year old child. Police say 20-year-old Julio Garcia of Grapevine, near Dallas-Fort Worth was in his apartment smoking marijuana from a bong, then putting the bong up to the mouth of his 13-month-old little boy, sitting on his lap.
